Governance and Organization

BTM Governance and Organization is essential to the management of an effective enterprise. This set of capabilities harmonizes and integrates the varied interests of all stakeholders within the enterprise; they provide for and direct changes in the overall enterprise as it matures in its management of business and technology; they communicate to the entire population of the enterprise; and, they serve to ensure that the enterprise understands, provides for, and operates within the regulatory environments in which it does business. It is the catalyst for the enterprise’s purposeful move to Convergence.

The Strategic and Tactical Governance Capability (Foundation Capability) establishes what decisions must be made, the people responsible for making them, and the process used to decide. This Capability touches on a broad range of decisions beginning with the most strategic, such as business direction and new product introductions, carrying through to the tactical direction of execution.

The Organization Design and Change Management Capability (Foundation Capability) serves to optimize the organizational design necessary to support informed decision making across the enterprise, and to provide for the changes necessary to put such an organizational model into place. It looks to optimize horizontal collaboration to accelerate the enterprise’s move to Convergence.

The Communication Strategy and Management Capability serves to craft and deliver appropriate, effective messages on mission, strategies, initiatives, and programs to all members of the enterprise – including partners in an extended enterprise. It translates this information to the roles and responsibilities of the recipients; it measures to ensure the effectiveness of the message; and, it provides for updating and refreshing the message on a regular basis.

The Compliance and Risk Management Capability ensures that government and regulatory requirements are understood and reflected in the operating stance of the enterprise. This Capability identifies the categories and sources of risk for the enterprise; addresses its internal, external, and inter-enterprise risk; provides for the enterprise’s determining its own risk posture; and ensures that appropriate risk mitigation strategies are in place.
